Those who wish to leave Gaza territory will be given secure transit to states who have approved their entry.

This twenty-point proposal envisages the Gaza Strip as “an area free from radicalization and terror that does not pose any danger to neighboring countries”. Additionally, it states the territory will be “revitalized for the welfare of the inhabitants of Gaza, who have endured excessive hardship”.

Importantly, and opposing the vision of a few of Netanyahu’s far-right coalition partners, the Israeli government will avoid occupying or incorporate the region, which was the location of 21 settlements from Israel prior to their inhabitants were withdrawn in 2005.

Nor will anyone be compelled to depart Gaza territory, the proposal assures. Individuals who desire to depart will be permitted to do so without restriction and allowed to come back.

Hamas will be prohibited from any involvement, “in any capacity”, in the future administration of the region.
